The Górnośląsko-Zagłębiowska Metropolis (Metropolis GZM) is the metropolitan association located in Śląskie Voivodship in the area of Górnośląska conurbation (Upper Silesian urban area). The metropolis was created on the basis of the Act of 9 March 2017 on the metropolitan association in Śląskie Voivodship[1]. The name, seat and territory of the metropolis were determined by the Regulation of the Council of Ministers of 26 June 2017[2]. The metropolitan association was established on 1 July 2017, with the beginning of the implementation of tasks on 1 January 2018. The boundaries of the Górnośląsko-Zagłębiowska Metropolis, established in 2017, covered 41 gminas, including 13 cities with powiat status, and 13 urban gminas.
In accordance with the act, the boundaries of the Górnośląsko-Zagłębiowska Metropolis may be changed by a regulation of the Council of Ministers, while the change of boundaries may only consist in the addition of further gminas included in the metropolis. Changing the boundaries of the metropolitan association may only take place on 1 January.
