The Commission Regulation (EU) No 1319/2013 of 9 December 2013 amending annexes to Regulation (EC) No 1059/2003 of the European Parliament and of the Council on the establishment of a common classification of territorial units for statistics (NUTS) (OJ L 342, 18.12.2013, p. 1–57) was published in the Official Journal of the European Union at the end of 2013. This regulation is the result of the third round of revision of the common Classification of Territorial Units for Statistics (NUTS), known as NUTS 2013 revision. This revision also includes changes in the division of Portugal introduced by the Commission Regulation (EU) No 868/2014 of 8 August 2014 amending the annexes to Regulation (EC) No 1059/2003 of the European Parliament and of the Council on the establishment of a common classification of territorial units for statistics (NUTS) (OJ L 241, 13.8.2014, p. 1–54) . During this revision round, modifications of the statistical units of 7 EU Member States were made . These modifications include either changes in the number of NUTS units or in unit boundaries only, without altering the number of units. The NUTS statistical division was also introduced for Croatia, which joined the European Union.

Changes adopted in the statistical division of Poland

Regarding the statistical division of Poland into NUTS units, changes in NUTS levels 3 (podregiony – ‘subregions’) have been only introduced. The number of NUTS level 3 units was increased from 66 to 72 as well as boundaries of 5 subregions were changed.

New subregions were introduced in 4 voivodships:

• Kujawsko-Pomorskie – the number of subregions was increased from 3 to 5 (podregion świecki was separated from podregion grudziądzki, podregion inowrocławski was separated from podregion włocławski, and powiat rypiński was moved from podregion włocławski to podregion grudziądzki);
• Małopolskie – the number of subregions was increased from 5 to 6 (new podregion nowotarski covering powiats previosly included in podregion nowosądecki and podregion oświęcimski was established);
• Mazowieckie – the number of subregions was increased from 6 to 8 (podregion ciechanowsko-płocki was divided into podregion płocki and podregion ciechanowski, powiat pułtuski was moved from podregion ostrołęcko-siedlecki to podregion ciechanowski; podregion ostrołęcko-siedlecki was divided into podregion ostrołęcki and podregion siedlecki);
• Pomorskie – the number of subregions was increased from 4 to 5 (new podregion chojnicki covering powiats previosly included in podregion słupski and podregion starogardzki was established).

Subregions boundaries were changed in 2 voivodships:

• Opolskie – borders changed in two subregions (powiat kluczborski was moved from podregion nyski to opolski and powiat głubczycki was moved from podregion opolski to nyski);
• Zachodniopomorskie – border changes in three subregions (powiat gryficki and powiat stargardzki were moved from podregion stargardzki to podregion szczeciński; powiat świdwiński, szczecinecki, drawski and wałecki were separated from podregion koszaliński and included in podregion szczecinecko-pyrzycki which was created from podregion stargardzki).

Changes adopted in statistical divisions of other EU countries

Changes introduced by the NUTS 2013 revision also apply to seven other European Union countries – in three of them at the NUTS level 1, in four of them at NUTS level 2 and in seven of them at NUTS level 3.

• Croatia: the NUTS division was adopted as a result of Croatia accession to the European Union; the entire country was considered to be 1 unit of the NUTS level 1; moreover, the whole country was divided into 2 units of the NUTS level 2 and 21 units of the NUTS level 3;
• Germany: the number of NUTS level 3 units decreased from 412 to 402; the NUTS level 2 ceased to be treated as an administrative level;
• Greece: the boundaries between two NUTS 1 regions were changed; the number of NUTS level 3 units increased from 51 to 52 (10 units were merged into 5 units, and 1 unit was divided into 7 units); the NUTS level 3ceased to be treated as an administrative level;
• France: the number of NUTS level 2 units increased from 26 to 27, the number of NUTS level 3 units increased from 100 to 101 (this change was due to Mayotte join to the economic territory of France), the boundaries of one unit of each level (as a result of the separation of St. Berthèlemy from Guadeloupe and the living the economic territory of France) were changed;
• Portugal: the change of the NUTS 3 division as a result of the country’s administrative reform – 30 units were transformed into 25 units, while this level was granted the status of an administrative level;
• Slovenia: the boundaries of two NUTS level 2 regions and two NUTS level 3 regions were changed;
• United Kingdom: the number of NUTS level 2 units increased from 37 to 44 (two units forming London were divided into 5 units) and the number of NUTS level 3 units increased from 139 to 173.
