More important data in the Knowledge Databases!

The Knowledge Databases have been enriched with new variables from the ‘Statistics’ category, required by the EU regulation on high-value datasets.

The concept of ‘high-value datasets’ (HVD) was introduced in 2019 by the Directive of the European Parliament and of the Council on Open Data (implemented in Poland by the Open Data Law).

The Directive on Open Data defines high-value datasets as public sector information, whose re-use is associated with significant benefits to the society, the environment and the economy, in particular because of its suitability for the creation of products, services and applications based on the use of such data. They are therefore particularly relevant for developers of various systems, tools and applications. High-value datasets should be made available with minimal legal and technical limitations, i.e.: free of charge, in machine readable format, provided via APIs and, where relevant, as bulk download. It is also important to make the data available under an open licence.

Apart of statistical data, these datasets include: geospatial data, earth observation and environmental data, meteorological data, companies and company ownership data, and mobility data.

The Commission Implementing Regulation, published in 2022, specifies the scope of the required high-value datasets and defines the terms for their publication and re-use. It is the responsibility of the data providers to publish data in accordance with the terms set out in this regulation.

High-value datasets from the ‘Statistics’ category include: industrial production, prices, retail sales, foreign trade, tourism flows, national accounts, environment, demography, health expenditure, poverty, income inequality and the labour market. The full set of these data can be obtained from the Knowledge Databases by typing the phrase ‘HVD’ into the main search engine. In addition, the High-Value Datasets sub-page, which can be accessed via the ‘Catalog’ tab, provides bulk download of data in CSV and XLSX files, together with dictionaries to facilitate the use of information.
