Harmonized Indices of Consumer Prices (HICP)
Harmonised Indices of Consumer Prices (HICP) are computed by Member States according to uniform methodology of the European Union. The basis of calculation of HICP for Poland is:

an observation of changes in prices of representatives of consumer goods and services;
-
the weight system based on the structure of individual consumption expenditure in the households sector with national accounts statistics from two years ago.
The grouping of consumer goods and services has been based on the Classification of Individual Consumption by Purpose (COICOP). In Poland COICOP/HICP was used until 2013, then ECOICOP from 2014 and from 2026 Eurostat introduced COICOP 2018 (ECOICOP ver. 2) classification. Harmonized Index of Consumer Prices is calculated in line with the Laspeyres’s formula.
In accordance with inflation criterion included in the Maastricht Treaty, HICP is a base for the price stability assessment. In Poland this index has been computed since 1997. In accordance with the EU regulations, the retrospective data in the scope of HICP may undergo a change as a result of verification connected with the methodology modification.

Starting with the January 2016 data the reference year of the Harmonised Index of Consumer Prices (HICP) changed. The index reference year 2005=100 was at that time replaced with 2015=100. Due to the change also back data has been recalculated. In Eurostat database the series according to ECOICOP for the following base years are available: 2015=100, 2005=100, 1996=100.
Starting with the January 2026 data, published by Eurostat in February 2026, the classification changed to COICOP 2018 (ECOICOP ver. 2)
The reference year of the HICP index also changed. The current index reference year is 2025 (2025=100), which replaced the 2015=100.
Due to these changes the back data has been recalculated. From 2026 Eurostat publishes data with two decimal places (index 2025=100).
Data according to the new classification COICOP 2018 (ECOICOP ver. 2) with the current 2025=100 reference period and the previuos reference period (2015=100) is available in Eurostat database.
