New Data Sources in the Era of Digital Transformation



Information is essential for the modern society in the era of digital transformation. That is why national statistical institutes in Europe are looking for new data sources of data. A significant part of them is privately held. Such data is collected by, e.g. mobile network operators, energy suppliers and social media providers. Making this data available as statistical products would provide information necessary for further development of economy and society. Using such sources will reduce additional burden on entrepreneurs currently submitting mandatory reports.
The challenges of digital transformation have become an impulse for changes in law. Regulation (EC) No. 223/2009 on European Statistics has been amended. A key concern is the handling of data, where the private sector is responsible for collecting official statistics while ensuring the protection of users' data.
Statistics Poland is playing an active role in establishing a framework for cooperation in this area during the Polish presidency in the EU Council Working Party on Statistics. On 10-11 April 2025, the heads of the European national statistical institutes, EFTA countries and Eurostat met in Warsaw. The meeting's agenda included discussions on the principles of cooperation with the private sector, as well as the initial determination of potential roadmaps for implementing specific solutions and products that would be made available to citizens. This meeting signals a new chapter in the history of official statistics in Europe. This marks a significant step towards the digital transformation of official statistics, with the goal of serving every citizen.
