Definition:
The ratio of people with marital status unmarried containing married for the first time in a given period, to the total number of people with marital status unmarried from this period.

The value of the rate should not exceed "1.0" except for exceptional cases, for example, a year of high of marriages. The generalrate is calculated separately for men and separately for women.
