Households that meet the requirements of the gmina council resolution determining the rules for renting premises that are part of the gmina's dwelling stocks.

The gmina council adopts the rules of renting premises included in the municipal dwelling stock pursuant to Art. 21 paragraph 3 of the Act on Protection of Rights of Occupants, Municipal Dwelling Stock, and Amendment of the Civil Code.
