Underemployed part-time workers by LFS

Definition:

Persons aged 15-74, working part-time who would like to work more hours and would be available for such work.

Despite being employed these persons are not "used" to the full extent - they are not working at their full capability. Some part of them stays in a way "unemployed" - they constitute potential labour resources which do not find their full utilization on the labour market.
