Degraded area


Definition:

The area of the gmina in a state of crisis due to the concentration of negative social phenomena, alongside which economic, environmental, technical or spatial-functional problems may also arise.



Degraded area – an area of a gmina in a state of crisis due to the concentration of negative social phenomena, in particular unemployment, poverty, crime, a high number of residents with special needs, as defined by the Act of 19 July 2019 on ensuring accessibility for people with special needs, low levels of education or social capital, as well as insufficient participation in public and cultural life, can also be designated as a degraded area if at least one of the following negative phenomena occurs:

  1. economic – in particular, a low level of entrepreneurship, poor condition of local enterprises, or
  2. environmental – in particular, exceeding environmental quality standards, the presence of waste posing a threat to life, human health, or the state of the environment, or
  3. spatial and functional – in particular, insufficient technical and social infrastructure or its poor technical condition, lack of access to basic services or their poor quality, non-adaptation of urban solutions to the changing functions of the area, lack of infrastructure adapted to the needs of people with special needs, as defined by the Act of 19 July 2019 on ensuring accessibility for people with special needs, low level of transport service, a deficit of or low-quality public spaces, or
  4. technical – in particular, degradation of the technical condition of buildings, including residential ones, and the failure of technical solutions that enable effective use of buildings, especially in terms of energy efficiency, environmental protection, and ensuring accessibility for people with special needs, as defined by the Act of 19 July 2019 on ensuring accessibility for people with special needs.
