Financed from public funds are provided on the basis of a referral from a health insurance doctor.
In emergency situations, health care services are rendered without any of the referrals required in ordinary cases. Specialised out-patient services are provided by out-patient clinics and specialised out-patient departments or by specialised medical practices.

No referral is required for services provided by:
gynaecologists and obstetricians,
dentists,
dermatologists,
venereologists,
oncologists,
ophthalmologists,
psychiatrists,
people suffering from tuberculosis,
people infected with HIV,
war and military invalids, people who were politically oppressed, and veterans,
blind civilian victims of hostilities,
people addicted to alcohol, intoxicants or psychotropic substances, in the field of detoxification treatment,
entitled soldiers or employees, in the field of the treatment of injuries or diseases contracted while conducting operations outside the country.
