Municipal (district, municipal-gmina or gmina) multi-purpose socio-cultural institution which, based on a common programme, integrate the activities conducted by independent cultural institutions, operating in a given locality (gmina), and by other entities conducting cultural events in this area as well as recreation and sports establishments and gastronomic services points.

Cultural centre can integrate and coordinate the activity of such institutions as: community centres, libraries, clubs, after-school clubs, cinemas, art circles, art galleries, regional chambers, and the like. In recent times, cultural centres have focused mainly on their own activities, setting the programme-based coordination activities aside.
