Activities of local government units related to the occurrence of floods in part of the country's territory in September 2024

In September 2024, due to intense rainfall and sudden river surges, floods occurred across a significant part of Poland’s territory. Given the scale of the threats, a state of natural disaster was declared in 231 gminas in south-western Poland. It was the first instance of such a state being declared under the provisions of the 1997 Constitution, which regulates the principles of its introduction.
A significant number of local government units (LGUs) were affected by the consequences of the flood, including damage to municipal infrastructure and housing stock owned by gminas. In fulfilling their statutory duty to ensure the safety of residents, LGUs provided both financial and non-financial assistance to those affected, including the securing of basic living needs and support for the reconstruction of property. The scale of the destruction caused by the flood triggered a solidarity response from LGUs not affected by the disaster, which became actively involved in supporting the affected gminas and powiats.
