The amount not paid both by tenants and owners of dwellings, due to charges for the used dwellings, i.e. rent, water, wastewater discharging or liquid waste removal, collection of municipal waste, lift, etc.

The arrears in payments occur when users of dwellings are at least one month behind with current payments.
