Inadequate thermal comfort


Definition:

A situation in which individuals or households have limited access to adequate energy needed to provide thermal conditions for healthy and comfortable living. The indicator assesses whether a house or dwelling does not meet the standard of minimum thermal comfort due to limited access to energy.
