Artistic, entertainment or sport event (including football match) for public, organised according to law on mass events.

A mass artistic and entertainment event means an event of an artistic or entertainment nature, or an organised public viewing of a television broadcast on screens or devices capable of displaying an image with a diagonal measurement exceeding 3 metres, held:
a) at a stadium, in another structure which is not a building, or in an area suitable for holding a mass event, where the number of places made available to the public by the organiser, as determined in accordance with building regulations and fire safety regulations, is not less than 1,000;
b) in a sports hall or another building suitable for holding a mass event, where the number of places made available to the public by the organiser, as determined in accordance with building regulations and fire safety regulations, is not less than 500.

A mass sporting event means a mass event intended to facilitate sporting competition or promote physical culture, organised at:
a) a stadium or another structure which is not a building, where the number of places made available to the public by the organiser, as determined in accordance with building regulations and fire safety regulations, is not less than 1,000, or, in the case of a sports hall or another building suitable for holding a mass event, not less than 300;
b) an area suitable for holding a mass event, where the number of places made available to the public by the organiser is not less than 1,000.

A football match means a mass sporting event intended to facilitate competition in the sport of football, organised at a stadium or another sports facility where the number of places made available to the public by the organiser, as determined in accordance with building regulations and fire safety regulations, is not less than 1,000.

Number of participants means the number of places made available by the organiser for persons who may be present at a mass event, as specified in the permit for holding the mass event, issued by way of an administrative decision by the Village Mayor (wójt), Mayor (burmistrz) or President of the City (prezydent miasta) having jurisdiction over the location where the mass event is to be held.
