Public forests owned by:

a) the State Treasury - managed and used temporarily or permanently by:

- State Forests National Forest Holding (abbreviated to "the State Forests"), supervised by the Minister of Environment,

- nature protection units (national parks),

- organizational units supervised by different ministers and voivod, gminas or municipal associations, and the Agricultural Property Agency,

b) gminas (including gminas which have also been cities with powiat status since 1999).
