Council of the gmina


Definition:

Gmina fulfils its public tasks with the aid of gmina organs. Gmina council constitutes a decision-making and controlling body.



Elections for gmina councillors are common, equal, direct and conducted through secret voting. The tenure of gmina council begins on the day of election and lasts 5 years (from 1990 to 2018 the tenure lasted 4 years). Gmina council deal with all the issues falling within its scope of responsibility, unless the law states otherwise. Among the issues are: establishing the status of gmina, voting on gmina budget, voting on local plans of spatial infrastructure, economic programs, voting on protocols embracing taxes and fees payable within the legally established regional bounds. The councillors are obliged to take part in the statutory duties of gmina council and its board as well as other institutions of self-government to which they have been elected or designated. They are obliged to act to the advantage of self-governed community, accept postulates issued by its residents and submit them for consideration.
