Methodological description
Price index of durable non-foodstuffs is calculated on the basis of the results of:

survey on prices of consumer non-foodstuffs on the retail market
-
survey on household budgets providing data on average expenditures, among others, on durable non-foodstuffs; these data are used to compile the weight system.
When selecting groups of products included in the price index of durable non-foodstuffs as well as when calculating it the Classification of Individual Consumption by Purpose (COICOP) adapted for Harmonized Indices of Consumer Prices (HICP) is used.
The price index of a representative in the region included in the survey results from the relation of its monthly price to its price of the base period. All-Polish price index of a representative is calculated as geometric mean of price indices of the representatives from all regions. price indices of groups of durable non-foodstuffs at the lowest level of the weight system aggregation are worked out on the basis of price indices of the representatives covered by the survey in a given group. They are then used by applying the weight system to calculate quarter price index of durable non-foodstuffs that combine changes in all groups of non-foodstuffs that are in its scope. price index is calculated in line with the Laspeyres’s formula by applying the weight system from the year preceding the year under survey.
Price index of durable non-foodstuffs is used to valorize:
- the value of things and property law exempt from inheritance and donation tax,
- the limits of surplus of the value of things and property law subjected to inheritance and donation tax, in the case of the increase in prices of non-foodstuffs by more than 20%, to the degree that corresponds with the increase in these prices.
The methodology of calculating price indices of durable non-foodstuffs is compliant with requirements of the European law.
