A A AIn 2014, the Central Statistical Office was implementing two development cooperation projects with Georgia and Moldova.
Development cooperation project with Georgia in 2014
The project entitled “Support the development of the Georgian System of Statistics in the field of regional statistic. Transfer of knowledge required for conducting analysis of regional development as well as regional accounts compilation” was implemented under the 2014 Development Cooperation Plan of the Ministry of Foreign Affairs of the Republic of Poland. It was addressed to representatives of the Georgian official statistics (National Statistics Office of Georgia – Sakartvelos Statistikis Erovnuli Samsakhuri) and implemented jointly by the Central Statistical Office of Poland and the Statistical Office in Katowice, with the collaboration of the Statistical Office in Warsaw. The aim of the project was the complex support of the Georgian official statistics in the field of regional statistics as well as the enhancement its institutional capacity as a partner of central and local authorities in both: the area of the methodology for statistical surveys (including regional accounts) and the analysis methods of statistical data.
The project included the implementation of training and consulting activities on the following topics:
- strategy for providing of regional statistical data, including the GIS data processing;
- organization of statistical work, with particular consideration of regional statistics in the system of Polish official statistics;
- selected issues that concern compilation of national and regional accounts;
- the regional statistics in the European Union and in Poland – organization of the harmonization process of the regional statistics with the European Statistical System, including the organization of international cooperation by the official statistics;
- research and analysis of the regional data in the official statistics;
- the use of administrative data in official statistics – the identified needs as well as administrative and legal requirements.
Under the project three publications have been prepared. The Georgian language versions were given to representatives of the National Statistics Office of Georgia.

Development cooperation project with Moldova in 2014
The project entitled “Balances of agricultural products as an element necessary for the development of food balance sheets” was implemented under the 2014 Development Cooperation Plan of the Ministry of Foreign Affairs of the Republic of Poland. It was addressed to representatives of the Moldovan official statistics (National Bureau of Statistics of the Republic of Moldova – Biuro National de Statistica al Republicii Moldova). The aim of the project was to transfer the knowledge to the Moldovan statisticians on preparation of balance sheets of agricultural products.
The project included the implementation of training and advisory services in the area of preparation of agricultural products balance sheets, in particular the development of principles and guidelines for the National Bureau of Statistics of Moldova on the preparation of necessary data to prepare balances (including data on production, internal turnover, foreign trade) and elaboration of Methodology of Preparation of Agricultural Products Balance Sheets for the use of the National Bureau of Statistics of the Republic of Moldova (NBS).
Within the project two meetings of Polish and Moldovan statisticians were organized: in Warsaw and Chisinau.
During the first meeting, issues related to the Polish agriculture and agricultural surveys in Poland were discussed as well as CSO activity on the international forum, including cooperation with developing countries in the frame of development cooperation projects. Polish statisticians also presented an overview of the balance sheets of agricultural products as well as methods of preparing the balances of milk and butter, meat and wine. Representatives of NBS Moldova presented basic information about agriculture in Moldova and the surveys conducted by the National Bureau of Statistics in the field of agriculture. This information has been useful in the elaboration of the Methodology of Preparation of Agricultural Products Balance Sheets for the Moldovan statisticians. Study visit to the CSO mainly included presentations and workshops, during which Polish statisticians provided the Moldovan colleagues the knowledge on the balance sheets of agricultural products.
Additional meetings in external institutions involved in preparation of the balance sheets of selected agricultural products were organized for the Moldovan delegation, i.e.:
- at the Institute of Agricultural and Food Economics - National Research Institute, where the balance of milk and butter were discussed, and then the topic concentrated on the indicators used to convert milk into dairy products (butter, cheese, yogurt);
- at the Agricultural Market Agency, where information about the Agency's statutory tasks as well as meat balance sheet prepared by the Agency were provided. At the same time it was underline that this is a simplified balance in relation to the balance sheet prepared by the CSO.
The purpose of the meeting in Chisinau, which took place a few months after the meeting in Warsaw was to conduct the second part of the training. An analysis of the available statistical and administrative data necessary to prepare balance sheets were made. During the meeting methodological manual prepared for the NBS Moldova was prepared.
The training involved a larger group of employees from NBS Moldova as well as representatives from other state institutions cooperating with NBS, i.e.: from the National Institute of Economic Sciences, the Ministry of Agriculture and Food Industry and from the Ministry of Economy.
The issues presented during the initial part of the training focused on general information about the Polish agriculture and organization of the surveys in Poland and the experiences of Polish statisticians in different projects co-financed from external funds. During the training individual balance sheets were discussed, taking into account the issues directly related to the balance sheets of agricultural products, such as price statistics and global production. The balance sheets of agricultural products prepared in Moldova were also analized and the availability of data necessary for their preparation were discussed.
The final product of the project was the development of the manual entitled "Methodology of Agricultural Products Balances," which in Moldovan language version was submitted to representatives of the National Bureau of Statistics of the Republic of Moldova.
The manual is a compendium of knowledge on preparation of agricultural products balance sheets. It includes a general methodology for the balance sheets as well as methodology of plant and animal products balances. Selected balances described in the manual have been consulted with the Moldovan partners and include products, which are the most important for the Moldova’s economy. During the elaboration of the manual, the feedback information gained from Moldovan statisticians were used.
